Dear New UCSB Student:

Your arrival on campus to join the UCSB community will mark the start of an exciting and challenging time in your life. It is a pleasure to welcome you, and I wish you all the best as you make your way at UCSB. UCSB’s faculty, staff, and students all play a part in creating and maintaining a positive, healthy, and respectful campus community. I encourage you to take time to think about what this means.

As members of the UCSB community we have an obligation to uphold a high standard of behavior and to create a community that values diversity and remains free from bigotry and intolerance—a campus that, through its welcoming and open atmosphere, provides the perfect medium for the free exchange of ideas. We expect every UCSB community member to adhere to a set of values that include mutual respect, tolerance, and civility. These are non-negotiables, and these expectations apply both on campus and in the community of Isla Vista. Intolerant and disrespectful behavior, especially regarding race, sexual orientation, gender, ethnicity, and religion, compromises our sense of community and our ability to live and learn together.

Another concern on almost every college campus is the impact of high-risk or binge drinking. As you may be aware, abuse of alcohol by college students can result in a host of negative consequences such as alcohol poisoning, blackouts, injuries, violence, sexual assault, and unplanned and unprotected sex. At UCSB, we are taking a variety of steps to create a safer and healthier living and learning environment by reducing alcohol and other drug abuse on campus and in the community of Isla Vista. To this end, UCSB has a comprehensive prevention program in place and substance abuse policies that clearly outline our expectations for responsible use of alcohol by those who are of legal age.

I encourage you to become a part of campus efforts to maintain a safe, positive, respectful, and healthy community. One such effort is “Life of the Party,” a student-designed, student-led campaign that encourages UCSB students to have fun in the Isla Vista and Santa Barbara social scenes with no regrets. Below you will also find information about a number of policies that apply to students and provide expectations for your conduct while you are a member of this community. These policies—whether they apply to conduct within the residence halls, the Greek community, our student organizations, or Isla Vista—are strictly enforced and violations will result in appropriate consequences.

Being a student at a world-class institution confers privilege, prestige, and unique opportunity, but it also obligates you to meet a set of standards and to fulfill certain expectations. I ask only three things from you as a student in our academic community: scholarship, leadership, and citizenship. If you deliver and hold to these values, your time at UCSB will be more meaningful and what you take away at graduation will be infinitely more valuable.

Hate Incident Response Protocol

Intolerant and disrespectful behavior compromises our sense of community and our ability to live and learn together. UCSB’s assistant judicial affairs coordinator, housed in the Office of Student Life, has responsibility for educating the community about hate crimes and incidents and coordinating the University’s response to such occurrences. The coordinator designs and implements educational programs that seek to reduce the number of hate crimes and incidents while also explaining the value of civil dialogue about contentious societal issues. The coordinator serves as the institutional contact and referral point for students, staff or faculty members who feel they have been the subject of hate crimes or incidents either on campus or in Isla Vista, ensuring the reporting party receives appropriate campus services, support and redress. Parental Notification

The University administers a Parental Notification Program as one way to address the negative consequences of high-risk drinking and substance abuse in the community of Isla Vista. Using public records, UCSB informs parents of undergraduates by letter if their son or daughter is arrested or cited for an alcohol or drug-related offense in Isla Vista. However, in an effort not to discourage students from seeking needed medical attention, parents will not be notified if students receive emergency medical treatment in addition to the citation or arrest. Through this notification program both students and parents will be provided with resource and referral assistance and information, as well as suggestions for how to address and reduce high-risk behaviors.

UCSB Substance Abuse Policy

Students are prohibited from the unlawful use, possession, sale, distribution, manufacture of, or the attempted sale, distribution, or manufacture of alcohol or narcotic or illegal drugs on University property or at official University functions. In addition, students are prohibited from using illegal substances or abusing legal substances in a manner that impairs job performance, scholarly activities, or student life. Students found guilty of violating the UCSB Substance Abuse Policy or the Campus Regulations are subject to disciplinary sanctions which may include loss of privileges and exclusion from activities, warning, suspension, or dismissal. In addition to, or in lieu of, a corrective action, a student may also be required to participate in an approved counseling or treatment program. UCSB strives to create an environment where choosing not to drink is as socially acceptable as choosing to drink. Unlawful drinking, excessive drinking and drunkenness are not condoned. Intoxication is not an excuse for misconduct or infringing upon the rights of others. Extension of Jurisdiction

Some Campus Regulations also apply to UCSB students anywhere they commit these offenses (sexual assault, sexual harassment, stalking, hazing, physical abuse, threats of violence, and any other conduct that threatens the health or safety of any person.).

Campus Regulations

Campus Regulations Applying to Campus Activities, Organizations, and Students address the rights and responsibilities of members of the University and provide campus-wide standards of conduct. UCSB students are expected to conduct themselves in a manner compatible with the University’s function as an educational institution. Students and registered campus organizations are subject to University discipline for conduct that interferes with University teaching, research, or administrative activities and for conduct that adversely affects either themselves or other members of the academic community.
